Not killing the idea entirely. Just pointing out possible issues
1st you could just start a stopwatch and see how long it would take you to get banned if you would abuse your powers and place blocks randomly. 2nd if you would give normal players the ability to mark potential regen sites it wouldn't be a privilege it would be a duty. If 5 players were selected for one week and another 5 for another week you wouldn't have biased system. It would be only 25 potential regen sites per week per 5 random players.
Cleaner map and random cleanups requests by random players.

We're going in circles... Alupark, the option to appoint certain players has already been ruled out as I have mentioned in my first and second posts. Even if 5 players were to become marker-ers a week, no matter how many players are chosen at a time your suggested system will always be as you said, "biased".

With my proposal and only restoring land when a player needs it saves the most amount of time for both player and staff. If an area of land is griefed and nobody has flown by in months then there is no need to restore that area until the next time a player requests it. If however you are bored and want to waste your own time and your own resources by flying around the map aimlessly looking for griefed and abandoned bases, then by all means go for it. Mark the areas with a waypoint and notify a staff member next time they are on.

Here are mine:
1) We can't allow individual players extra perms to cleanup or special/banned items without having other players feel inferior.
A possible solution to this would be to allow royals these clean-up perks.
2) Each mod starts what i call a 'creeper claim'. This is where they claim a large square of land, and /rollback any decent looking builds on it. Everything else gets /regen. Once a section of the claim has been fixed, the mod resizes the claim so the newly generated land is now public and they claim the next section of griefed land. This means (if all the mods do it) every couple of days there will be new sections of land available with nice builds on them (builds claimed by thowee to be given to players).
3) See if Gecko can make a plugin that will regen all unclaimed areas, or maybe one that warns if a claim is within the regen area, so the regen process can be done faster. Or, even some special commands macrostyle, to run /expand vert and /regen off a single command.

EDIT: I do like the idea of a designated cleanup crew though:)

I personally don't want any player (even royal or elite) to have any sort of special clean-up perks mainly because they are not in direct contact with any staff. In addition, players can not be held to the same standards as a staff member. Having an extra ability also means the player would be expected to use it often which to me seems more like a job then playing a game. Players shouldn't have to do the job of a staff member. If however players want to help then they can waypoint areas and contact staff next time they are on. (or perhaps start a new thread for reporting these areas?)

Lionstail's second option sounds fine but could be timely rebuilding every other base. This too could be a waste of time if a player doesn't even come by that area of the map.

Lionstail's third option of a full restoration outside of claims sounds like it would be the quickest of all. I'm all in for this if it's possible. However I would recommend an announcement be made on the TekkitCubed home page about a month in advance if this were to go through.

Hence why i said people could send me a private message on the website and i can add the info to the regen request logs.

EDIT: I should have enough free time each day to handle the daily requests.

Mods with the ability to regenerate the area will do so from this forum.

This is a temporary solution until we build a /regenrequest command, which can be run by anyone and mods can then teleport automatically to these areas and either regen or remove the request. As mentioned previously, we cannot give everyone access to any sort of regenerate command. This is because these strain the server a little bit - so if lots were doing it together it could overload and blow up.

Well i was thinking of the idea to give trusted and loyal players the permissions to use /co i i think it would help the staff find and locate grief much faster now im not saying let players be able to roll back or regen. I think that would be a disaster for the server since players dont really understand the server limits.
But giving players the perms for co i in my opinion is a good idea love to hear what others think on the idea thoe.

I like Alupark's idea of 5 people, 25 blocks, and 5 days and would like to add my 2 cents in.

Players worthy to place said blocks are to be determined by a lottery, game time, log-on frequency, rank, or just random chance and/or other factors.
If a player is selected, there is no server wide message announcing who these people are. Each player gets a Personal Message from the server and/or from owners/admins informing them along with an accept/decline option when they are in-game or when they log-on.
This way, there are no players spam messaging said people to regen land.
It is the Chosen's business to inform anyone else the fact that they have been selected.
Choosing held every 1-3 months, then held off until all areas placed with the marker block are finished? (In order for the Owners/Admins/Moderators to have the time to get to the placed blocks and regen the area.)
